Service Obligation (OS) scholarships for physicians have been around for several years in Canada, but little is known about current programs or os scholarship characteristics, which are particularly important to potential participants. Through the literature review, we found that OS programs are present in almost every province and territory. A Memorial University survey of medical trainees shows that the most important factors for accepting an OS grant are the location of the work, the amount of the scholarship and the time required to repay the service commitment.

The OS scholarships fund interns who plan to stay in the province rather than trying to attract new interns to the province. However, these scholarships can be used to strengthen the decisions of physicians who are predisposed to work in an underserved community. The return of bonds varies from province to province. Provincial criteria for each province and a proposed service return contract are available on the CaRMS website. Our results support the hypothesis that the RFS scholarship largely rewards physicians who had previously planned to remain in the province; 80% of interns who already choose a scholarship after their service commitment have already planned to work in the province.
